Can I register on the padrón without a fixed address?

The question

I have no fixed address at the moment and cannot find a room. I was told I have to register on the padrón as soon as possible. What can I do?

Our answer

Even if you do not currently have a fixed address, it is still possible to register on the padrón in Spain. The law allows people in vulnerable or temporary housing situations to be registered.
Here are your main options:
Padrón without a fixed address
Many town halls allow what is called:
“Empadronamiento sin domicilio fijo” (registration without a fixed address)
In this case:
You may be registered using a municipal or social services address
A social worker may need to confirm your situation
Go to Social Services (Servicios Sociales)
This is the most important step.
You should go to:
Your local town hall (Ayuntamiento), or
Social Services (Servicios Sociales)
Ask for:
“Empadronamiento sin domicilio fijo”
Or help with registration due to your current situation
They can:
Assess your case
Provide an address for registration
Help you access other support services
NGOs and organizations that can help
Organizations like:
Cáritas
Cruz Roja
Other local NGOs
can:
Help you with the padrón process
Accompany you to appointments
Provide support or temporary solutions
Why padrón is important
Registering on the padrón allows you to:
Access healthcare
Start immigration procedures
Access social assistance
Summary:
You can register on the padrón even without a permanent home
You need to go to Social Services or your town hall
NGOs can help you with the process
Note: This is general guidance. Each municipality may have slightly different procedures, so it is important to speak directly with your local town hall or social services.
