Barcelona splits appointments across three channels, and work permits go to the Generalitat

The Oficina de Extranjería in Barcelona does not book its own appointments through the state portal either, and which channel you use depends on the procedure. Four procedures are requested by email to citabarcelona@correo.gob.es with the subject PETICIÓN CITA PREVIA. Note the contrast with Madrid: Barcelona will not process an email that carries attachments or extra information — the body must simply state your passport or NIE, name, mobile, email, procedure and number of applications. Nine other procedures go through a web form instead, choosing "Consultas Extranjería Barcelona".

A further set of renewals is electronic only. The office states that applications filed through any other channel will not be admitted, so for those there is no appointment to get.

Catalonia also differs constitutionally. Under article 138.2 of the Estatut the Generalitat holds executive competence over work authorisations for jobs performed in Catalonia, so initial residence-and-work permits and changes into them are filed with the Generalitat, not the State. Appointments are personal: they are assigned only to the applicant, not to a representative.

What you will not find here

We do not tell you what time slots are released or how long it normally takes to get one. No official source states either: the administration says only that availability depends on each office. The specific times circulating on forums and blogs are guesses, and acting on them wastes people’s time.
